From 2017 until 2021 Victor was Plovdiv 2019 Deputy Director of International Relations. In 2021, he created the international cultural management project - Cultart. He actively participates in building Plovdiv's cultural identity. He co-authors a study on saving the Cosmos Cinema before the Council of Europe - Cosmos Case.

Viktor is a Bulgarian representative to the expert team for European Capitals of Culture - Capacity Building for ECoC at the European Commission. Yankov is a member of the Salzburg Global Seminar and has participated in dozens of international forums on cultural policies and project management.

He is a political scientist, between 2013 and 2016 he was the director of the NIGHT Plovdiv/Plovdiv cultural festival/ and has extensive experience in organizing and promoting large-scale cultural events, creator and host of the Moleskin radio show.
